eFiling Part 1: Digital Certificate


So you want to submit your tax returns via eFiling. The first thing you’ll need is a Digital Certificate from LHDN. The DigiCert is necessary for logging into the eFiling system, gaining access to the B/BE forms, signing said forms, and submitting them to LHDN.

General Requirements
Before beginning, you’ll need the following:

  • Tax Reference No.
  • eFiling PIN

System Requirements:

  • ActiveX Control activated
  • Pentium III or above
  • Internet Connection
  • Internet Explorer 5.0 or above
  • Microsoft Windows 2000 or Microsoft Windows XP with the latest Service Pack

Registering The Digital Certificate
For those who have not registered their for the DigiCert, the process is easy enough. You would have received a physical copy of Borang B/BE (you won’t receive the forms if you’ve already registered before). On the inside of the cover page, you’ll find a 16 digit PIN for e-Filing. It is printed in a box at the top of the page after your name, tax number and date.

If you did not receive the customised Borang B/BE with the PIN, you’ll have to register for it at an LHDN office or apply via snail mail, fax, or email to any LHDN branch. To do so, you’ll need the following:

  • A copy of MyKad
  • Current correspondences address
  • Tax Reference Number

With the PIN, you can register yourself for e-Filing. The site will verify your Identity Card (IC) number and PIN. If you receive an error message saying that “You are below 18 years old”, chances are that you’re using Firefox (the better browser) or some Mozilla based browser. Don’t panic. Feel flattered that someone thinks you’re under 18 and switch over to Internet Explorer before continuing to browse the LHDN site.

For the curious, the “below 18″ bug was carried over from last year. They haven’t done anything extra to extend web-browser support for their site in the year since it was first launched.

In summary, here’s what you need to do in a step by step pictorial guide:

  1. Locate the eFiling PIN number in the Borang B/BE tax form sent to you. It’s on the inside of the cover page.
  2. Open Internet Explorer and fill and submit the First Time Login form to verify your PIN number:

  3. After verifying the PIN, fill in and submit your personal details:

  4. Confirm your information:

  5. Install the Digital Certificate by following the instructions onscreen (activeX required):

If you do it right, you’ll be presented with a successful registration message. You can subsequently view the details of your digital certificate.

Downloading and Installing Digital Certificates
There are many reasons why you might want/need to reinstall the digital certificate. You might have formatted your PC and forgotten to make a backup of the certificate. Or you might be installing it on a different machine (e.g. at home and at work). Or you’ve forgotten the security password that you used when you first installed the certificate (reinstalling the digital certificate allows you to set a new password).

Whatever the reason, rest assured that you can download and reinstall the digital certificate at any time. All that is required is your IC number and the answer to the challenge phrase you used when you first registered. Be sure to remember these. Failing that, you’ll have to pay a visit to the nearest LHDN office to reset the information. The challenge phrase can be changed at any time.

Anyway, if you do remember your IC and challenge phrase, downloading and installing the cert is as simple as filling up a form and following the instructions on screen (similar to the last step in the previous section).

The DigiCert is valid for three years. Once you’ve registered and installed the DigiCert, you’ll be able to gain access to the electronic forms and submit your tax returns via eFiling.

    difficult to use

    G: Setting up eFiling is slightly difficult. Once done though, I managed to file my taxes in under five minutes. The form itself is extremely simple and you don’t have to crunch the numbers except to verify it.
